City Council Discussing Monroe Parking

City Council will be holding at Special Meeting at 7:00 pm on Tuesday Nov. 12th before the regular Council Meeting to discuss Monroe St. parking signage.
Council keeps putting this issue off. Action on permanent placement of signage should have been taken in July. Then a review was supposed to have been discussed in August. Then council said this would be discussed on Oct 22nd. Now the discussion has been pushed to Nov 12th, and any final decisions probably won't happen until after that. Please also send Council letters with your opinion on this issue.

The Police Chief has issued a memorandum to City Council recommending that current signage remain in place.
SODA membership has expressed the this street parking is public use, this is our neighborhood and we would like to at least be allowed some input in this matter. Attracting businesses and customers to our neighborhood business districts should be a top priority. Anything that hinders customers, including the potential of parking tickets, does not have a positive impact on our neighborhood. The current signage is unevenly applied to the block and we also feel these signs solve a problem that never existed. To our knowledge, no resident ever filed a complaint about parking in the Monroe / Carlysle Business District, and these signs where only placed on public streets at business owners request.

A History of Whitmore-Bolles Elementary

During the Depression of the 1930s, the school was used as a soup kitchen. After World War II, a new wave of growth came to Dearborn. In 1940, with increasing enrollment, an additional wing was added to the school. The new wing added 8 classrooms and a kitchen. Enrollment continued to grow, reaching 1,400 students by 1951. The school boasted unique science programs, one of which was the Horticultural Gardens program started in the 1950s.
In 2013 with a desire for increased student security, Whitmore-Bolles parents raised more than $11,000 for the purchase of a new security system which featured a video camera and intercom at the building's main entrance and the delivery entrance allowing office staff to 'buzz in' visitors. Whitmore-Bolles was the first school in the district to implement the new security measures. In 2015 the main office and main daytime entry

In June of 2019 Whitmore-Bolles received the prestigious Lighthouse Milestone certification through the international Leader in Me program. Lighthouse certification shows “schools have produced outstanding results in school and student outcomes,” according to Franklin Covey Co., owner of the Leader in Me program. The certification also recognizes the extraordinary impact the school is having on staff, students, parents and the greater community. Whitmore-Bolles is one of two Dearborn schools that received this certification and is one of only 518 schools certified world wide as of June 2019.
On March 11, 2020 Whitmore-Bolles was the first school to close in the State of Michigan due to the COVID-19 virus. Families were informed that a staff member had

been in contact with a person with a confirmed case the COVID-19 virus. Out of an overabundance of caution the school was closed until test results could be confirmed and the school deep cleaned. The State later confirmed that the staffer did have COVID-19, but students were not exposed. By that point all schools in the state had closed and buildings remained closed the remainder of the school year while students continued their learning online.
On June 11, 2020, four months after the Whitmore-Bolles building closed due to COVID-19, the first ever "5th Grade Dream Cruise" took place. In accordance with social distancing guidelines the Dream Cruise started in the Whitmore-Bolles parking lot and families drove a predetermined route thru the SODA neighborhood in

celebration of the the 2020 5th grade promotion to middle school. The Whitmore-Bolles 5th grade class of 2020 missed out on much of their final days at Whitmore-Bolles, but the neighborhood came out and cheered them on as they took the next steps in their educational career.
Whitmore-Bolles currently serves over 400 students from the Southwestern Outer Drive Neighborhood of Dearborn annually. This includes over 300 general enrollment students in general education, Young 5's, and three special education programs. Additionally the school hosts several Great Start Readiness Program (GSRP) preschool classrooms.
The name Whitmore-Bolles honors two Dearborn Families; J.E. Bolles, the donor of the original site, and Laura Whitmore, who was also the niece of William Nowlin. When Mrs. J. Bolles donated the land, she requested that the school be named to honor both her family (Whitmore) and her husband’s family (Bolles).

SODA is raising funds to install a Bike Repair Station in the Monroe / Carlysle business district, and SODA has committed to the first $500. Help us reach our goal! All donations are appreciated.This repair station will support and promote active lifestyles, and compliments the bike racks that SODA funded and had installed in the business district back in 1999. Once installed this station is free to use by anyone in need of repairing their bike. The station includes a hang post, a series of tools on retractable steel cables, and an air pump. Station would also have the SODA logo on it indicating our funding of the station.

Hassan Jawad and Jamal Jawad have been a part of the local business scene since March 1989 when the family opened their BP gas station on the corner of Monroe and Outer Drive. Since then, they have been active contributors to the Dearborn scene, becoming family and friends of those in the neighborhood. The family is proud to now announce their next local business venture, our newest community ice cream parlor, the Custard Company. Located at 2801 Monroe Street, the Custard Co. offers a wide range of sweets and treats, ranging from their now famous Sweet Bun (a delicious fresh donut with custard or ice cream) to their flavor of the week Custard.
Jamal told us that he had mentioned to his father for a while that they should open some type of shop in the Monroe St. building that they owned. After the last couple of renters failed to make businesses work, Jamal said it was a sign that it was time to make his idea a reality. Jamal was amazed when just the first day into their soft opening and training that they had a line out the door with customers standing in the rain waiting to try out the new shop. Jamal has a lot of great ideas for future plans, and we're excited to see what he might do. The SODA neighborhood has been waiting for just such a place in our area and we're happy to see long time members of the community investing in Dearborn once again.
The Jawad family would like to welcome all in the community to come try out their delicious desserts and enjoy ice cream or custard on their patio after a long day at work!

Parking Signs On Monroe
I wanted to give an update on the Parking limit signs in the Monroe / Carlysle Business District. It's a lot of information, so hopefully this post will explain where we are at this point.
In March I contacted City officials in the Mayor's office in an attempt to contact the Commission and/or find out if there was even a Commission to contact. Initially even trusted officials in the Mayor's office that SODA has had great working relationships with, could not answer that question. Ensuing communications lead to an in person meeting between myself, SODA VP Marie Stanyar, and Chief Haddad. The result from that meeting was that Chief Haddad is, in his words, reviewing Traffic Commission issues personally and taking "proactive measures" to deal with them before they would ever reach the Traffic Commission. It would seem that the only items the Traffic Commission is dealing with are items that require long term study, such as Stop Sign placement and removal. It would also seem that unless the Commission has a request to review, and it hasn't already been dealt with by the Chief, the Commission doesn't meet. There is still a question in my mind as to if there really even is a "Traffic Commission", I have still have not confirmed any actual resident that sits on that commission.
In my discussions with Ray Alcodray he agreed to the 1 hour signs as a compromise, but would prefer a longer time frame. He feels that even the 1 hour limit potentially hurts business in that area. He told me that he doesn't mind some sort of limit in order to keep people from parking in front of his building indefinitely, but that different time frames on either side of the street is disproportionately favoring one business over another.
In full disclosure, I did not contact the owners of Hometown Beverage. Historically SODA has not had a positive relationship with those owners. This situation has existed long before I personally became involved with SODA when they still owned Paul's Market, and this situation still exists today. I didn't feel like it would have been a productive conversation.
History of Parking Signs On Monroe
A little bit of history; the previous owner of 3700 Monroe St on the West side, then Paul's Market, had the city put up 15 minute parking limit signs at some point in the past. That previous owner is now the operator of Hometown Beverage at 3701 Monroe St, on the East side of the street.Current Parking Signs
Around June of 2018, 15 minute parking limit signs were put up on the East side of Monroe St. by Hometown Beverage. With in a week the 15 minute parking limit signs on the West sign of the street near 3700 Monroe St, now Black Box Gallery, came down. Soon after city workers put up new 15 minutes parking limit signs again on the West side of the street. Then some weeks after, the new 15 minute signs on the West side of Monroe were replaced with 1 hour parking limit signs. In addition, 1 hour parking limit signs were added to Carlysle St. next to Black Box Gallery, and 15 minute parking limit signs on Carlysle St. next to Hometown Beverage.Traffic Commission?
The rapid changing of signage lead SODA membership to wonder who controls this procedure, and why was it changing so much? On several occasions SODA membership was told that all street signage placement was controlled by the City's Traffic Commission, and questions should be directed to that body. This was told to us by the front desk at the Dearborn Police station, as well as Chief Haddad himself. The City of Dearborn website states; "The commission meets the second Wednesday of every month, except July and August, at 7 p.m. in the Police Department". SODA representatives made several attempts to attend Traffic Commission meetings between September 2018 and March 2019, with the purpose of learning what the procedure for sign placement is. These meetings either were not scheduled and/or were canceled. This raised further questions as to; if signage placement was controlled by the commission, how could these signs go up, come down, and change so quickly if they never meet? Traffic Sign Placement
From our meeting with the Chief we learned that he has the authority to have street signage placed at his discretion. Any sign placed at his order has a 12 month trial period in order to determine it's effectiveness. Up until 12 months the sign either can be changed, removed, or a recommendation submitted to the City Counsel for their approval of permanent placement. The Chief says that the current Parking signs on Monroe are a compromise between the two business owners. Hometown Beverage wants 15 minute signs, and Ray Alcodray (owner of the building at 3700 Monroe St & Black Box Gallery) has agreed to 1 hour signs. The Chief also stated that the Dearborn Police are not actively patrolling that parking on Monroe St. They would respond to someone calling, but would not give out tickets right away because they would not have proof of how long a car had been there until they returned a second time. Also he said they would not be giving out tickets when the business immediately in front of the parking spot was not open.In my discussions with Ray Alcodray he agreed to the 1 hour signs as a compromise, but would prefer a longer time frame. He feels that even the 1 hour limit potentially hurts business in that area. He told me that he doesn't mind some sort of limit in order to keep people from parking in front of his building indefinitely, but that different time frames on either side of the street is disproportionately favoring one business over another.
In full disclosure, I did not contact the owners of Hometown Beverage. Historically SODA has not had a positive relationship with those owners. This situation has existed long before I personally became involved with SODA when they still owned Paul's Market, and this situation still exists today. I didn't feel like it would have been a productive conversation.
Conclusion & Sign Approval
We can appreciate business and building owners having a say in the parking situation around their property. Street parking is public use; from SODA's perspective, this is our neighborhood and we would like to at least be allowed some input in this matter. Attracting businesses and customers to our neighborhood business districts should be a top priority. Anything that hinders customers, including the potential of parking tickets, is not a positive impact on our neighborhood. We also feel like these signs solve a problem that was not there. To our knowledge, no resident filed a complaint about parking in the Monroe / Carlysle Business District, and these signs where only placed on public streets at business owners request.
The 15 minute signs on the East side of Monroe St. first went up around June of last year, and then the 1 hours signs within the months after that. I have told the Chief we will be contacting him within the next month to confirm any recommendations to be submitted to the City Counsel for their approval of permanent placement. I will post any further updates to this situation as they arise.

Forest Trails - Pure Sounds of Michigan
Our very own Windy Weber and Carl Hultgren of SODA business member Stormy Records are featured on an up coming album being released in conjunction with Michigan’s tourism department for the 100-year anniversary of Michigan state parks.
The album 'Pure Sounds of Michigan' is a soothing compilation album that invites listeners to take a virtual, sunrise-to-sunset tour of the state from coast to coast as interpreted by some of Michigan’s most talented musicians. Organically inspired, the album is composed using signature ambient sounds of nature captured from 10 Michigan State Parks throughout the peninsulas—from gentle streams to rolling waves and indigenous birds to a variety of Michigan’s natural elements. Pure Sounds of Michigan will send you on a transformational trek to a pure state of mind.
The album is set for release in May, but Windy & Carl's track 'Forest Trails' is streaming now on all major platforms. And album producer Assemble Sound has put out a mini-doc with Windy & Carl further explaining their involvement in the project:

5th Annual SODA Easter Egg Hunt

12:00 pm at Penn-Vassar Park
All Dearborn neighbors are welcome!
Bring your baskets or a bag to carry your found eggs. Find a "Special" Egg and win an Easter Basket. Each egg will have a small prize or edible treat inside. The hunt will be divided into age groups. Ages 0-12.
Be on time! Hunt will start promptly at 12:05 pm.
Come early and play some games before the egg hunt.
The Easter Egg Hunt committee is currently accepting donations. Candy, prizes, etc.
Donations can be dropped off at April 11th SODA meeting, or contact committee chair Sarah Ford.

Sidewalk Damage #DTEgasrenewal

DTE will replace any sidewalk flags that are damaged during the construction process. These are typically captured during our property restoration pre-walk process after the construction work is completed.
The residents do not have to report these. But, they should report any tripping hazards. Residents can contact us at 313-270-9240.
As far as timing goes, property restoration season is May – November, weather permitting. Repairs needed from construction done during non-restoration season will be completed by June 30, again, as weather permits. #DTEgasrenewal

Dearborn Brewing is Dearborn's First Microbrewery. Located on Michigan Ave. in West Downtown, Dearborn Brewing is family friendly tap room with Dearborn roots.
Stop in and try a beer flight on a Dearborn map flight board, get a growler or 16 oz can fill, or find out how you have get your very own handmade one of a kind beer mug as part of the Mug Club.
Their many different beer styles include; Model IP"A", an American IPA named for Ford's pivotal creation, which is a favorite at Ford's Garage just down the street; Death By Chocolate Porter, an American Porter that is a local hit; and Cream Ale which is crisp, light and has a lager like malt flavor. New styles are being created all the time and there are as many as 13 different taps to try at any given time.
In addition to their craft beer they also offer two in-house made wines and have plans for offering mead in the near future.
Dearborn Brewing is a traditional tap room, meaning they don't offer a food menu, but they do offer a selection of chips and have recently started offering salsa made by MySalsa Detroit. It’s made right here in Metro Detroit, and goes great with a pint or two. You are also welcome to bring in your own food or have food delivered in from near by restaurants.
It's a great place to meet up with friends, or take in a live music performance. Who knows, you might just see your neighbors there.
